This memo contains the final version of the qualification procedures for the 2015 Pan American.
Qualification Procedure
It is recognized that all countries in the Pan American Hockey Federation should have the opportunity to qualify for the Pan American Games through a regional tournament held within two years immediately preceeding the Pan American Games year.
While the IX South American Championships 2014 and the XXII Central American and Caribbean Games 2014 will provide this opportunity for most countries, there is no similar opportunity for countries from North America (Canada and USA).
Taking the above premise into consideration, the following is the official qualification procedure for the men's and women's hockey tournaments at the XVII Pan American Games to be held in Toronto, Canada in July 2015:
1. Host country (Canada).
2. The first and second placed countries at the IX South American Championships 2014 (as long as a minimum of four countries participate) to be held in Santiago, Chile during the ODESUR Games.
3. The first and second placed countries at the XXII Central American and Caribbean Games 2014 (as long as a minimum of four countries participate), that will be held in Veracruz, México.
4. The next two countries not already qualified under paragraphs 1 - 3 above, will be based on final rankings of the IV Pan American Cups 2013 (for both Men & Women).
5. For both men and women competitions, if USA is not already qualified under paragraphs 1 – 4 above, a playoff for the eighth position will be played between USA and the next placed team in the IV Pan American Cups 2013. The form, manner, date and site will be determined by PAHF.
Notes:
(a) If there are less than four participants in either the IX South American Championships or the XXII CAC Games, an additional country will qualify based on the final rankings of the IV Pan American Cups 2013.
(b) If USA is qualified under paragraphs 1 – 4, the eighth qualified team will be the next placed country of the IV Pan American Cups 2013.
(c) In the eventuality of a playoff, all costs for participating in the same are to be borne by the respective National Associations. The PAHF will be responsible for covering the cost of neutral officials for such competition.
